The city of Eureka’s seems to think that their gang problem is bad enough that they need civil injunctions.  Civil injunctions prohibit alleged gang members from congregating in certain part of the city.  The city of Eureka is only 9.4 square miles, the population is 26,128 — 82% of those people are white.  So what’s really going on here?
