California Tax Refund Checks Delayed. You Won’t Even Get An IOU.

If you are planning on filing your state taxes early to get that refund check sooner than later, don’t bother.

State Controller John Chiang announced today that beginning February 1st a number of tax refunds, welfare payments, college aid, aid to for the disabled, and a whole bunch of other payments will be delayed by at least 30 days. Here’s why (from Controller Chiang’s press release):

With no signs of an economic recovery in sight, it is critical that the Governor and the Legislature enact a sound budget solution that provides much-needed cash by February 1. If not, the State will be $346 million in the red at the end of February, and $5.2 billion in the red in April.

In order to preserve cash for education, debt service and other payments that are deemed by the State Constitution, federal law or court rulings as having first claim to available General Fund cash, the Controller announced he will begin delaying, for 30 days, payments to all other programs that are funded out of the State’s depleted General Fund.

Those payments that will be delayed include thousands of payments to businesses for services and products they provide to the State; to assistance for more than a million aged, blind and disabled Californians that goes to pay their rent, utilities, or put food on their tables; to State agencies that use the payments to fund critical public services, ranging from public safety to health and welfare.

If the budget crisis is not resolved by March 1, then the state may issue IOUs — which may not be any better, especially if banks refuse to accept them.

Our question is this — if this isn’t resolved by April 15th, why should we be required to file our state taxes by then?

    I went to their (ftb) lousy website, entered my information to find out about my CA State refund and got a message that I would have to call them. So I called them and after going through all the menus an automated voice tells me they’re busier than usual and I’ll have to call some other time. They they hang up on me. Wow! Maybe their website should just say “Don’t bother us, you’ll get your money if and when we decide to give it to you.”

    I sent out tax form on April 13th, but haven’t received my refund yet. I went to refund status check website, and typed in my information, but there is no any record, and asked me to check 8 weeks after the submission. Does anyone got an IOU letter?

    Here it is 2010 and still have yet to recieve my refund from 2008 and when i go their crappy website and call the number they give I get the exact same “we’re busy” message. I’ve also mailed 3 letters with no response. HAs anyone heard anything new on this bs or recieved theirs and if so what screaming did it require? Please and thank you

    Today is March 26 2010, I still have not get my 2008 state tax refund, no 1099G either. You cannot check 2008 tax refund status from the web site. I have no way to know if they forget it or I miss it.

    I received and IOU for 08 haven’t received that refund but now I owe for 09! How does that make sense. Very irritated!

    But for the people that have been leaching off the system like welfare, illegals, they will still get their help. I just found out (can’t keep up with all that is going on) that the people that leach from us working tax payers gets a visa card which is suppose to go for their rent, supplies for the home, is actually going to the casinos’. NICE ISN”T IT?

    Heres a tip – Dont make comments to issues you have no idea about – you end up sounding like a moron. There are issues in the welfare system, but its a program vital in a society. Those people are not just sitting on their ass coasting, the amount of funding they get is no where close to a sustainable living. Especially in this economy, those are the people who will be hit first and trust me, we have jobs, but can wake up tomorrow without one, and dont give me baloney that you can go out and get another ASAP.

    And your comment about a visa card is simply comedic – but not as funny as you stating its going to casinos.
